I’ve thought about this line, and it seems to me that the Doctor chooses people who are willing to jump into the pool of crazy with him and absolutely relish in it. That’s how he chooses his friends: in the middle of a crazy, life-ruining, incredibly dangerous adventure, he looks up to see someone ready to help, and he thinks, “Ah, of course. My new friend!”
